Delivering Better Roads and Transport for Our Community

Every day I hear from local families and businesses about traffic congestion and the need for better, safer and more reliable roads across our community. 

After years of underinvestment in Western Sydney, I’m proud to be part of a government investing in the roads and public transport our community needs.

There is still more to do, but major projects are now being delivered across the Leppington electorate. Below is the latest update on some of the key projects.

COMPLETED

Camden Valley Way

Works have been completed to improve traffic flow and safety on Camden Valley Way, including:

• Two continuous southbound lanes, removing the previous merge

• An improved left-turn slip lane

• Road widening within the existing grass median to improve capacity and traffic flow

More Bus Services for Western Sydney

Five new permanent bus routes are connecting communities across Western Sydney with Western Sydney International Airport:

• Campbelltown – Route 845

• Liverpool – Route 825

• Leppington – Route 860

• Mount Druitt – Route 772

• Penrith – Route 790

Leppington Station Improvements

Improvements have been delivered at Leppington Station to make pick-up and drop-off safer and easier, including:

• 25 additional designated Kiss and Ride spaces

• A relocated pedestrian crossing

• Wider lanes to improve vehicle movements

• Upgraded signage, lighting and line marking

UNDER CONSTRUCTION

Cowpasture Road

Work is underway to improve traffic flow around the Cowpasture Road, Fifteenth Avenue and Hoxton Park Road intersections, including:

• Extending the right-turn lane from Cowpasture Road onto Fifteenth Avenue

• Extending the right-turn lane from Cowpasture Road onto Hoxton Park Road

• Extending the right-turn lane from Fifteenth Avenue onto Cowpasture Road

• Adding an extra lane between Fifteenth Avenue and the M7 on-ramp

Elizabeth Drive

The 2026–27 NSW Budget provided an additional $200 million, bringing total funding for the Elizabeth Drive Upgrade to $1 billion.

The broader upgrade includes:

• 1.5 kilometres of additional road duplication between South Creek and the M12

• New traffic lights at Clifton Avenue

• A new two-way service road behind the Kemps Creek shops

• A temporary roundabout at Salisbury Avenue to improve access

• Additional parking near Bill Anderson Reserve

• A new right-turn bay at Elizabeth Drive and Western Road

The early works contract has been awarded, with works including changes to parking around Bill Anderson Reserve, providing 190 formal parking spaces across the precinct, as well as construction of the new service road behind the Kemps Creek shops.

PLANNING & DESIGN

Devonshire Road

$39 million has been committed to planning three key road connections to the M12, helping prepare the local road network for continued growth and increased traffic associated with Western Sydney International Airport.

Rickard Road and Ingleburn Road

$7 million has been committed for detailed design work to bring Rickard Road and Ingleburn Road up to urban road standards.

Planning includes:

• Additional traffic lanes

• Signalised intersections and dedicated turning lanes

• Bus infrastructure

• Street lighting

• Off-road walking and cycling paths

Camden Council is currently undertaking the detailed design.

Edmondson Avenue

In 2021, Liverpool City Council received $50 million in NSW Government funding for the staged upgrade of Edmondson Avenue between Bringelly Road and Seventh Avenue, Austral.

The project is intended to deliver a four-lane local road and new intersections between Bringelly Road and Fifteenth Avenue.

Stage 1 was originally expected to be completed by mid-2024. Liverpool City Council now advises that design completion is expected in December 2027 and that it anticipates a funding shortfall.

Raby Road

$2.9 million has been provided to support the design of a four-lane upgrade of Raby Road, including safer intersections and shared walking and cycling paths.

Bernera Road

Construction on the Bernera Road Upgrade was meant to begin in 2024. The latest update I have received from Liverpool City Council is below:

• Stage 1 – Bernera Road to the M7: Upgrade from 23 Bernera Road to the M7 roundabout, funded through a $2.48 million Australian Government grant. Works are nearing completion.

• Stage 2 – Bernera Road, Yarrunga Road and Yato Road intersection: Upgrade of the intersection and widening of Bernera Road to four lanes to connect with the Stage 1 works.

Land acquisition for Stage 2 is nearing completion. The detailed design for Stage 2 is approximately 80% complete. The estimated construction cost for Stage 2 is approximately $10 million.

Magnificent 7

These projects form part of a $65 million Australian and NSW Government planning program covering seven major road corridors across South West Sydney. The work will develop business cases and investigate how future upgrades can be staged, including road widening, intersection improvements and better access points.

Camden Valley Way

Planning is underway for the future widening of Camden Valley Way from the M5 Motorway to Narellan Road, expanding the corridor from four to six lanes. Planning will consider how the upgrade can improve capacity, safety and traffic flow.

Cowpasture Road

The Australian and NSW Governments are planning for the future widening of Cowpasture Road between the M7 Motorway and Camden Valley Way from four to six lanes.

With more than 41,000 vehicles using the corridor daily, planning will consider improvements to capacity and connections towards Bradfield City and Western Sydney International Airport.

Campbelltown Road

Campbelltown Road has also been added to the joint planning program, with investigations into widening the road between the Hume Highway and Brooks Road from two to four lanes.

Together, these planned upgrades will help build a safer, better-connected road network with the capacity to support communities, businesses and major transport connections across South West Sydney into the future.
