I am proud to announce that the Minns Labor Government, in partnership with the Albanese Labor Government, is delivering a $1.4 billion upgrade to Fifteenth Avenue.
Since being elected in March 2023, I have been able to secure:
- Initial funding in the 2023 NSW Budget to begin planning for the upgrade of Fifteenth Avenue into a Rapid Transport Corridor, followed by $1 billion in joint Australian and NSW Government funding to deliver the major upgrade.
- Prioritisation of improvements to Fifteenth Avenue and surrounding roads in November 2024.
- An additional $400 million in the 2026 NSW Budget, bringing total funding to $1.4 billion and bringing construction forward by a full year.
Under the former Liberal Government, much-needed upgrades to Fifteenth Avenue were never funded or delivered.
AUGUST 2026 COMMUNITY UPDATE
Major construction on Fifteenth Avenue is now set to begin at the end of this year, a year earlier than previously planned.
The $1.4 billion upgrade will include:
- Widening Fifteenth Avenue from two lanes to four lanes
- New traffic lights at Second Avenue, Twenty Second Avenue, Twenty Eighth Avenue, Edmondson Avenue, Fourth Avenue and Devonshire Road
- New shared walking and cycling paths
- New indented bus bays
- Extending Edmondson Avenue to connect with Sixteenth Avenue
- New left-in, left-out access at Browns Road, Craik Avenue and Hurley Avenue
This investment will help keep our growing community moving, reduce travel times and improve connections to jobs, new housing and Western Sydney International Airport.
Works at the Fifteenth Avenue/Cowpasture Road/Hoxton Park Road intersection are also well underway to help ease congestion and are expected to be completed at the end of this year. These works include:
- Extending the northbound right-turn lane from Cowpasture Road to Fifteenth Avenue
- Extending the southbound right-turn lane from Cowpasture Road to Hoxton Park Road
- Adding an extra northbound lane on Cowpasture Road for drivers travelling from Fifteenth Avenue towards the M7 Motorway
